Reduce harm being done by strobing LED lights on so many vehicles

I am struggling to drive due to the proliferation of strobing LED lights on tradesperson's vehicles, trucks and construction machinery. It causes confusion and overwhelm. I have a common autoimmune condition (as common as rheumatoid arthritis) and this means that LED lighting in general is painful to my eyes. I have friends and workmates who also are struggling with this visual assault. They cite migraines being triggered and feelings of stress and irritation (something we should not be increasing if we want safe roads).

Because this is disabling to some of us and it is a PREVENTABLE disability. Strobe lights on non emergency vehicles should be better regulated. A simple fix is to reduce the flash rate.
